Manager Finance and Administration, Bangladesh, 100%

HEKS/EPER is an international organisation headquartered in Zurich, Switzerland, and has been active in Bangladesh since 1975. Starting its development work to help rebuilding the war-ravaged nation by providing health, education and income development support, HEKS/EPER is now a registered INGO in Bangladesh with the aim to enhance social inclusion of plainland ethnic minorities and Dalits into the mainstream society through economic empowerment and policy and advocacy. HEKS/EPER works with various partner NGOs in the North-West of Bangladesh to attain its envisaged goals and objectives.

This full-time position is based in Dhaka, Bangladesh with periodic travel to areas of operation of HOB.The Manager Finance and Administration is a member of HOB’s senior management team and will be expected to contribute to the overall development and implementation of the Country programme.  The person will be responsible for maintaining and improving financial management and internal control systems, managing and building capacity of national finance staff.  The Manager Finance and Administration will take  primary responsibility for monitoring the financial management practices and procedures of HOB’s implementing partners. This position will work closely with our HQ Controlling colleagues as well as the HOB Finance and Administration team and report directly to the Country Director (CD).

Aufgaben
Country Office (CO)
  1. Preparation and finalization of annual budget and rolling budgets, in collaboration with the senior management team and for submission to HEKS/EPER HQ.  
  2. Overall responsibility for management of cash flow while managing and monitoring annual budgets and report to the CD significant variances.  
  3. Maintaining an administrative and financial office system in accordance with all HEKS/EPER’s policies and procedures, but primarily with the Field Financial and Administration Guidelines (FFAG).   
  4. Verification and submission of the quarterly reports to the HQ.
  5. Working with the CD to implement the “Rules on Financial and Material Responsibilities” for the country office.  
  6. Ensuring that all financial transactions of the CO are as low risks as possible.
  7. Working with the CD to formulate and implement the “Staff Regulations” for the CO. 
  8. Ensuring compliance with all local legal requirements and obligations (such as tax, social security, etc.). 
Partners
  1. Upholding good relationships with all HEKS/EPER’s partner organisations and stakeholders. 
  2. Conducting on-site financial monitoring of partners on a regular basis. 
  3. Providing ongoing technical assistance to the POs in the development of effective and reliable financial management systems. 
  4. Training partners on HEKS/EPER’s accounting regulations, budget, administration, and reporting guidelines according to the FFAG. 
  5. Finalising partner’s budgets.
  6. Ensuring that the CO and the partners meet all deadlines – otherwise reminding them proactively. 
  7. Monitoring of the flows of funds between the HQ and the partner as well as between the CO and the partner. 
  8. Assessing new partners with respect to their financial and administrative capabilities. 
  9. Ensuring that partner organisations are audited in time and in line with HEKS/EPER’ requirements.
  10. Ensuring that the CO and partner organisations pay all legal, statutory, and tax-related obligations.

Compliance: 

  1. Take primary responsibility of ensuring compliance with all statutory obligations and administrative procedures in country as well as HEKS/EPER’s internal policies and requirements. 

 

Anforderung

MinimumQualifications & Experience

  1. University Degree at Master’s level in Finance and Accounting. 
  2. Minimum 8 years’ relevant experience in a similar senior finance function in an international organisation preferably INGO
  3. Proven ability for budgeting, cash flow forecasting, and financial analysis and monitoring. 
  4. Excellent knowledge of all relevant national and international accounting standards. 
  5. Proven capability to provide support, guidance, and training to internal and external stakeholders. 
  6. Previous work experience in monitoring and generating financial reports for internationally funded tenders and mandates. 
  7. Experienced in logistics and human resources

Minimum Skills and Capabilities

  1. Excellent analytical and conceptual skills. 
  2. Good communication skills and conversational command of English and Bangla (spoken and written). 
  3. Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritisation and time management skills). 
  4. Ability to ensure that internal and external stakeholders understand and duly follow HEKS/EPER’s procedures and guidelines. 
  5. Excellent IT and computer skills (particularly Microsoft Excel and accounting software). 
  6. Diligent and trustworthy person with appropriate attention to details. 
  7. Excellent team player and social capabilities. 
  8. Good knowledge of relevant local laws and obligations (labour, tax, social security, etc.). 
  9. Available for frequent travel. 
  10. Professional, cooperative, efficient, and effective working attitude. 

 Language: Fluency in Bangla and English are required.
