Caritas Switzerland is an independent Swiss NGO active in Switzerland and more than 20 countries worldwide, including Kosovo. Since 1999, Caritas has been working in Kosovo to promote social inclusion, rural development, and sustainable economic opportunities. Under its strategic focus on income, climate change, and inclusion, Caritas Switzerland implements the Empowering Rural Economies in Agriculture (EREA) Programme, funded by the Austrian Development Cooperation (ADC). The EREA Programme (2023–2026) aims to strengthen sustainable and inclusive agricultural market systems in Kosovo by improving income generation, employment opportunities, climate resilience, and social inclusion for farmers, agribusinesses, women, and marginalized groups. The programme focuses on the berries, MAPs/NWFPs, and fruit and vegetable processing sectors through a Market Systems Development (MSD) approach.
Objective of the Assignment
The objective of this End-of-Programme Evaluation is to assess the relevance, effectiveness, and sustainability of EREA’s interventions over the full implementation period (2023–2026), measure the extent to which intended results have been achieved, identify lessons learned, and provide actionable recommendations for future programming, including a potential second phase.
Aufgaben
The assignment includes:
- Inception phase and inception report
- Field research and stakeholder consultations
- Draft evaluation report and presentation of findings
- Final evaluation report
The total budget for this assignment is up to EUR 50,000.
Anforderung
- Minimum 10 years of experience in programme and project evaluation using OECD/DAC criteria
- Proven expertise in agriculture, rural development, market systems development, gender equality, social inclusion, and climate-smart agriculture
- Strong experience with mixed-methods evaluations
- Familiarity with Kosovo’s agriculture sector and relevant policy frameworks is highly desirable
- Evaluation team must include both international and local experts
- Fluency in English required; at least one team member must have strong Albanian and Serbian language skills
