Short-Term Consultancy "Impact Assessment on Energy for Rural Startups (EneRSU) Project", Ethiopia (100 %)

The EneRSU project, initiated in 2022 and continuing until mid-2024, aims to address the challenges of limited access to affordable, reliable, and sustainable energy in sub-Saharan Africa, particularly in Ethiopia. The project focuses on utilizing the swarm battery approach developed by POWERBLOX INC. to bridge the technology gap in electrification, enabling the use of a single technology for various scales, from individual households to mini grids. The project targets specific regions in Ethiopia, focusing on pastoral, agro-pastoral, and agricultural economic activities in the East Borana/Bale and Borana Zones of the Oromia region.
The evaluation of changes in local communities resulting from electrification, along with an assessment of business and support models for public institutions, forms a crucial aspect of the project. The ultimate goal is to raise awareness about energy poverty and promote off-grid renewable and scalable systems like the PBX system, contributing to sustainable electrification in the African context.

Tasks:
The project has a M&E system established to gain more knowledge about all 25 established PUC and PI.
This evaluation shall build on the system to
  • Identify (intended and unintended) changes (outcomes) in local communities related to the project activities and show the contribution of the project to these changes
  • Identify the most promising productive use cases (PUCs) and models of supporting public institutions (PIs) for replication/scaling.

Qualifications:
  • Knowledgeable of the energy sector in Ethiopia and beyond
  • Technical and entrepreneurial expertise with regards to renewable energy, benefits of energy production
  • Proven Track record in conducting Outcome Harvesting
  • Proven Track record in assessing financial aspects of business cases
  • Investigative experience, flexibility, and creativity
  • Excellent communication in English, both oral and written as well as Afan Oromo and Amharic. In case Afan Oromo/Amharic is not spoken by the contracted lead consultant, the lead consult is required to facilitate access to team member/ local actor/consultant speaking Afan Oromo/Amharic.
Aufgaben

Deliverables and Timeframe

Duration: The consultancy shall be conducted from Feb 20, 2024, to April 15, 2024,
and shall have a workload of approximately 30 – 40 days.

After the kick-off meeting, a mutually agreed work schedule will be developed between the client and the consultants. This will be based on the outreach strategy and the defined media products.
