International Team Leader, Sarajevo, Bosnia and Herzegovina (100 %)
Caritas Switzerland is an aid and development agency headquartered in Lucerne (CH) and a presence in Bosnia and Herzegovina for over 25 years. The organisation’s international cooperation strategy focusses on income generation & job creation, migration, climate change, and the provision of humanitarian assistance in conflicts and disasters. Supporting and strengthening civil society is an essential overarching and cross-cutting for Caritas Switzerland’s approaches in all thematic areas.
We are looking for a resident, Sarajevo-based International Team Leader (100 %) as of 01 August 2021. The recruitment is subject to a tender released by the Swiss Agency for Development and Cooperation (SDC) on providing “Civil Society Support” in Bosnia and Herzegovina (Inception Phase from 01.08.2021 to 31.01.2022, followed by the Main Phase 1 from 01.04.2022 until 31.03.2027). Employment is conditioned on the awarding of the tendered mandate by the contracting authority (SDC) to Caritas Switzerland.
Aufgaben
Project Goal
The overall goal of the tendered project is to strengthen citizens’ influence on policymaking and policy implementation through their active mobilisation in CSOs with capacities to critically contribute to democratic reforms and social change. The project seeks enhance the trust of citizens, youth and particularly excluded groups in the legitimacy of CSOs and beholding their capacity to make positive changes in their lives.
This will be achieved by:
  • Enhanced CSOs’ organisational capacities and strong constituencies com-mitted to gender equity and enabling citizens’ active engagement in is-sues that are of concern to society and Improved CSOs’ organisational capacities to fulfil their missions
  • Upgraded civil society actors’ constituency base and legitimacy of achievements and CSOs’ active participation in public policy and decision-making, leading to more democratic policies and practices.
  • Fostered dialogue between citizens and (local) governments and civil society actors’ acting in partnership with (local) governments to solve pressing issues
  • Better collaboration among CSOs, leading to joint issue-based civil society advocacy, strengthened CSOs’ capacities and mechanisms for net-working and collaboration and intensified CSOs’ coalitions intensified monitoring of public policies and advocacy for democratic changes.

Main Tasks

The Team Leader will hold main responsibility for managing the implementation of the Inception and Main Phase I (five-year duration, foreseen to start in April 2022), subject to the relevant credit proposal approval by the SDC. This particularly includes the following tasks:
  • Lead the preparation of yearly project plans of operation in participatory process with the local consortia partner and key project stakeholders;
  • Ensure result-oriented project management, including supervision and overseeing financial and administrative management, implementation, coordination and communication (skilfully applying project cycle management);
  • Organise the selection process of beneficiary CSOs and design and manage grant schemes financed through the administered project funds for the beneficiaries and tailor-made capacity building, in close cooperation with the local consortia partner;
  • Transfer know-how to, and build capacities of local partners, and support the development sustainability and scaling-up of project results;
  • Ensure mainstreaming of gender and social inclusion in all areas of intervention of the project, and ensure adequate monitoring and reporting on these transversal themes;
  • Actively promote synergies and harmonise activities with other SDC projects and relevant projects of other donors;
  • Communicate to stakeholders and the media, and ensure visibility of the donor;
  • Establish and apply a result-oriented system of monitoring and reporting in close cooperation with the local consortia partner;
  • Monitor relevant changes and developments in the context and propose project adaptations as needed in order to ensure its effectiveness
  • Coordinate technical inputs from strategic partners and Caritas Switzerland’s itself, bringing in top expertise on inclusive financial sector development and other areas relates to the project.
  • Ensure a functioning knowledge management and learning system as well as outreach communication to facilitate critical discourse on development practice and specific topics, including the exchange with the wider organisation and development community.
  • Ensure that project administrative and financial processes (procurement, HR management, reporting etc.) comply with organisational rules and procedures, including most importantly financial risk management and monitoring.


Skills and Qualifications

Caritas Switzerland is looking for an experienced manager, critical of current development practice and passionate about doing it better through application of systemic thinking, learning and adaptation;

  • Master or higher degree development studies, economics or related fields:
  • At least five years of experience in development cooperation particularly in working in civil society support projects and seven years of working experience after graduation;
  • Demonstrated competences in project cycle management (PCM) with multiyear experience in large projects/programs with similar mandates (particularly financed by SDC or other bilateral donors);
  • Relevant experience in working with local civil society organisation and in consortia;
  • Relevant experience in transition countries. Former experience in Bosnia and Herzegovina is an asset.
  • Proven skills and demonstrated competences and experience in communication, negotiation and liaison in multi-stakeholder environment.
  • Oral and written language skills: fluency in English is necessary; Knowledge of Bosnian local languages will be an asset.

An attitude of testing and learning and flexibility to adapt to discoveries in the learning process, to requirements of the ‘clients’ (the civil society actors) and to changes in the context
