Director Ukraine Crisis Response
Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. The Programme Ukraine Crisis Response is currently operating in the Ukraine providing emergency assistance to people affected by the conflict. Caritas Switzerland works through local implementing partners, taking the localization of aid approach into account, and focuses on bringing technical value-added specifically in the field of cash and voucher assistance, protection, MHPSS and supports partners on financial controlling and compliance standards. The Director Ukraine Crisis Response (UCR) supports the continued emergency response in the Ukraine as well as the organizational setup in country, taking into account security developments and Caritas network requirements.
Duty
  • Overall responsibility for the development and the operational implementation of the “Ukraine Crisis Response” (UCR) programme 
  • Acquisiton: Develops new projects and partnerships according to the defined strategy as well as financial support for the programme
  • Budget elaboration, budget control, and cost reallocation of the Ukraine Crisis Response programme
  • Management of the office structure in Lviv, Ukraine, and the sub-office in Warsaw, Poland, according to Caritas Switzerland financial and administrative standards and guidelines 
  • HR management: Direct line manager of two expatriates, local personal and contractors
  • Overall responsibility for security management (in coordination with Caritas Switzerland's Security Advisor) 
  • Representation of Caritas Switzerland: engages actively in networking, communication and negotiations with all relevant stakeholders (e.g. authorities, donor and NGO coordination bodies)
Requirement
  • Masters Degree (Master or Diploma) in International Affairs, Social Studies, Economy, Environmental Science or in any other relevant field, post graduate in development studies and / or humanitarian aid is an advantage 
  • At least 5 years of work experience in the area of international cooperation (especially humanitarian aid), including foreign assignments of at least 2 years, and positions with management responsibility
  • Proven experience in securtiy and safety managment 
  • Work experience in Eastern Europe is a strong asset 
  • Demonstrated experience in designing and implementing emergency response projects and Cash and Voucher Assistance CVA projects (including knowledge of cash transfer options, vulnerability scoring assessments as well as market assessments for different sectors) 
  • Solid experience in planning, monitoring and implementation of projects and programmes (PCM-experience) and in cooperation with local partner organizations 
  • Strong finance management skills (proposal elaboration, reporting, budget monitoring of the country office and partners) and business expertise 
  • Experience in the collaboration with bi- and multilateral donors, spirit for acquisition and development of innovative project ideas and proposals
  • Excellent teamwork and communication skills and the ability to build good relations both internally and externally 
  • Excellent writing and communication skills in English, knowledge of Ukrainian is an advantage
  • Readiness to carry out field missions within the Ukraine if security situation allows (adhering to Caritas Switzerland's security policies)
Your place of work will be Lviv/Kiew,Ukraine (non-family duty station).
