Team Leader - Project "Greening Private Enterprises in Kosovo" (100 %) - IC / Country Programme Kosovo
Caritas Switzerland is a leading relief organisation in international development cooperation and humanitarian aid, with its headquarter in Lucerne (CH) and a presence in Kosovo since 25 years. Its primary goal is to fight and eradicate poverty worldwide. Focusing on income generation and job creation, migration and climate change, Caritas Switzerland's International Cooperation Programme is implemented with presences in 15 countries across the globe.
We are looking for an experienced Team Leader (100%) as of 01 April 2025. The recruitment is subject to a tender released by the Swiss Agency for Development and Cooperation (SDC) on "Greening Private Enterprises in Kosovo" (Inception Phase from 01.04.2025 - 31.12.2025, followed by a Main Phase from 01.01.2026 - 31.12.2030). Employment is conditioned on the awarding of the tendered mandate by the contracting authority (SDC) to Caritas Switzerland.
The overall goal of the tendered project “Greening Private Enterprises in Kosovo” (GPEK) is to enhance the competitiveness of Kosovo’s SMEs by supporting their adoption of green practices, based on a favourable business environment thus ultimately contributing to inclusive and decent employment.
Duty
- Overall responsibility to steer and manage the project operationally and strategically
- Effective human resources management of project staff and external experts
- Ensure result-oriented project management ensuring that the project's overall outputs and outcomes are achieved, including overseeing financial and administrative management, implementation, coordination and communication, in close collaboration with relevant stakeholders
- Coordinate inputs from the Project Implementation Unit (PIU) ensuring outputs are delivered with highest quality standards and timely reported to the client
- Establish and apply a results-oriented system of monitoring and reporting
- Prepare yearly project plans of operation in participatory processes with key project stakeholders
- Monitor relevant changes and developments in the context and apply adaptive project management approaches as systematic processes to ensure continued improvement of management and implementation
- Ensure mainstreaming of gender and social inclusion in all areas of intervention of the project and ensure adequate monitoring and reporting on these transversal themes
- Actively promote synergies and harmonise activities with other projects financed in related fields
- Actively engage in coordinaton for policy dialogue and policy influencing
- Ensure a functioning knowledge management and learning system as well as outreach communication and visiblity of the donor
Requirement
- Master or relevant higher education and professional training, related to economics, private sector development, green transition, development or similiar
- At least 10 years of experience (including as a team leader) in the management and coordination of complex large-scale multi-annual mandates
- At least 7 years of experience with private sector development, including development of business development services, sustainable system building approaches, in facilitation of innocation digitalisation, supporting government agencies to develop and implement strategies and action plans
- Experience ingreen transition topics
- Professional experience in the Western Balkans and/or Kosovo
- Strong managerial skills, including result-oriented project planning and implementation and adaptive management, strategic planning, project cycle management, financial and human resource management and development
- Experience in developing and implementing monitoring and results measurement plans, in line with proven results-based-management and development
- Experience in the implementation of systems thinking approaches
- Experience in cooperating with a large number of stakeholders and in strenghening/building the capacity of key partners and policy dialogue
- Commitment to gender equality, and to the inclusion of vulnerable communities
- Availability to work and be 100% present in Kosovo for the mandate
- Strong interpersonal, intercultural and communication skills
- Excellent teamwork and networking skills with the ability to work with a wide range of partners on all levels
- A well-respected individual with no political or other affiliations
- Excellent command of English language. Knowledge of Albanian/Serbian language is a strong asset
- Experience in the Western Balkans, particularly in Kosovo, is a strong asset
